Toward community-driven development in the long term, how to balance our top-down control versus external autonomy?

I’m not a fan of agencies. Acquisitions bring on talent and the right acquisition can be a great boost to the harmony community. I think grants are a great way to bring on communities. We should consider how we can better utilise grants tho. Its similar to the DAO initiative. From community optics there is a strong need to consider ROI for the harmony ecosystem itself; and it should be a criteria for grant disbursement
