For this question to be appropriately answered, I will need to understand what is the overall strategy for Harmony? Where is the opportunity and what are we lacking? This question begs the “How” and I first need to know the “What” and the “Why”.
Depending on the need and the timeline, my general preference is on strong partners and grants. However, the devil lies in the details here. The execution and the follow through.

The core capabilities need to be in-house, and so does the heavy lifting / foundational work on strategy and direction.
